I have found the manufacters website but do not know what file to download to update my BIOS. The site says it has USB 1.1, can I update it so it will use a USB 2.0 PCI card?

You cannot upgrade USB1.1 ports to USB2.0. It's not a pure software upgrade, it requires hardware also.
That is why your only option (short of complete replacement) is to install a USB 2.0 PCI card with its own hardware ports.
Although some USB 2.0 cards come with drivers, it's not usually required since the card should be recognized for what it is, and pass data through the standard PCI interface.
The BIOS should not require an upgrade.

If you have the software that comes with the PCI card just install it otherwise you may have to look for it on line. But you should be able to upgrade it to a USB 2.
