Please don't tell me to re-install anything... I've done all that.

I'm looking for a way to get the CURRENT NIS to allow my port 25.

In the firewall setting it should allow exceptions for certain applications. Select outlook as an exception on all ports (inbound and outbound). This should solve the issue.
However, if you do not want to allow all ports than please go to settings and check your ports for receiving and sending. And, do the same.

Your security settings may be set to high. Check to see if lowering them a bit will allow your e-mail service to work correctly.
