Call the post office and complain. I have had to call our postmaster 4-5 times in the last 3 months because our idiot postal carriers can't read the addresses and they leave the neighbor's mail from at the other end of our street in our box. I even left a note and left the fricken flag up and they left our mail box filled to the top with the same mail AND crammed more mail in it the next day. Things have been better since I actually yelled at the postmaster on the phone when they did that.

It sounds like you have done everything possible...

As someone else has asked, is the mail visible to the carrier? We do not look down into mailboxes that are in apartment houses.
All of the customers that I service in apartment houses leave their mail on top of the box. As a word of caution, if you do leave mail on top do not stand it up on end. It can fall behind the mailbox if there is even a small space between the mailbox and the wall.
If you leave the mail visible and it is still not picked up, try to see if you can speak with the carrier. If you get no satisfaction it would be a good idea to call 1-800-ASK-USPS. They will be able to transfer your call to the local post office.

I hope this helps!

Well if you are putting it in your mailbox, most times they don't look inside them. You have to set it on top of the boxes or take it to a drop box. That is how are's as always worked. It is for incoming mail only. Never outgoing.

If you contact his supervisor, that kind of nonsense should stop. Sorry about the incompetency, sometimes that's just your tax dollars at work! ; ( See if you can get his name, documentation means everything. I've had to deal with a lot of incompetency within the system, so here's a postal cyberhug for ya. Keep trying, you'll get heard!

There, hope ya feel better anyway!

I would ask him what the problem is, if that didn't work, I would just go to the post office myself or find one of those blue boxes in your neighborhood.

Meet him at the time he comes and ask him. Or talk to the person at your post office and find out what you are supposed to do. Take your package to the P.O. they will take it.
