It means that young people have everything going for them physically; they're in the best health they will ever be in; their minds are sharp and clear BUT they lack patience, understanding and wisdom which results in so much wasted effort. Whereas someone who's lived and learn now knows what to do with all that ability of the body but now doesn't have the body to do it with! Another way of putting that saying is; "If I could go back to (whatever age you like) and if I knew then what I know now, life would be wonderful"

It means that if the youths knew what the grown-ups knew...young people waste too much time and they also are in such a hurry to "grow up"...
If I was allowed at my age (48) to re-live my youth, but know what I know now, I would do SO much differently...
The young people have NO idea what their youth will mean to them as the get older...you have to become older to appreciate what youth gave you...and getting older takes away...

It means that youth don't appreciate what it means to be young. They, the youth are in a hurry to grow up. Adults know it is no fun being an adult, raising a family, worrying about keeping a roof over their head, paying the bills, food on the table etc, and would just love to be a kid again. Being young to an adult means being carefree, since compared to our lives now as an adult, being young meant we could be carefree and full of possibility's. It means that kids don't appreciate being young and what it means to them.

Young people are quick, smart, healthy and have all the time in the world. The problem is, they have no experience to apply a value to those qualities. So the positives of youth belong to those who don't have the background to appreciate them.

Its something that is said because young people waste a lot of time and don't fully enjoy being young and all the liberties it offers. It is usually said by older people who regret not having done more in their youth that they can no longer do. hope that helps.

"Youth" in this case means the physical and mental capacity at its peak.
That it is wasted on those with little experience and maturity is the shame. I'd rather be old and decrepit while learning and then flower into my most able point physically when my mental powers are peaking too.
It is a philosophical, not literal, statement.
