Baby cows or calves do not have calves because they are not sexually mature yet. When they are sexually mature they are then called cows.

Female calves are not sexually mature until about 8 to 12 months old and are actually called heifers until they have a calf, then they are called cows

A calf is a cow that is not yet mature. If it is not mature, then it cannot mate, if it cannot mate, then it cannot have a calf.

Hope that answers that for you.
