If you are residing in Dubai on a visit visa then contact the Dubai traffic department with your valid Saudi driving license. The traffic authorities will issue a temporary D/L for you.

If you are on residence (work) visa then you cannot able to drive in Dubai, until you get the Dubai D/L. Since you are holding a valid Saudi license it will be easy for you to get a Dubai license with less formalities.

No you can not, cause if you are a GCC national, then you will not need any residency visa but you will need a UAE driving license, and if you are not a GCC national then you will need a UAE driving if you will be resident in Dubai. as a concise you will not need a UAE driving license if you come to UAE on visit visa then you will need to hire a car and you will not be allowed to purchase your own car. if you come to work in Dubai then you have to have a residency visa and with this you will not allowed to drive with any other driving license rather than the UAE one. even if you are a GCC national

you can use your saudi license, and you can rent a car with it too,

and if you are saudi citizen, you don't need a passport to travel to UAE, starting from MAY 2007, just use your saudi ID
