The original 13 colonies. The original intent was to add a star and a stripe for each new state added to the Union; however, the flag began to get rather ungainly in appearance as it gained new stripes. This was resolved in April 1818, when the number of stripes was frozen at 13, with only a new star being added for each new state.

At the time, there were 13 states, and, therefore 13 stars and 13 stripes. As time went on, the idea of adding both stripes and stars became impractical, and, therefore, the stripes went back to one for each of the original 13 colonies while the stars increased to one per state.
