The way to treat ragged fins is to keep the fish in CLEAN water. Fin rotting or splitting is the direct result of ammonia in the water. This is caused by insufficient water changes or over-feeding. And yes,if the water is kept clean the damage will slowly repair.

When it comes to fish, what you actually have to keep is water... Treating and keeping the water right will solve most of the problems... Check the nitrate levels with in the tank, sounds as though they could be a little higher than needs be... Once you have corrected the water imbalances your fish should start repairing itself gradually... Good luck

Yes. The problem is probably that you are not doing frequent water changes and the ammonia has hurt the fish. Keep him in clean water. Maybe add some "stress coat" which is a liquid you can get at the pet shop.

That happened to my goldfish. And yes, their tails did grow back. Do you have more then one fish? Sometimes fish like to nip at each other...maybe you can try taking out the fish that's doing the damage.
