I am staying at the Hawthorne suite and fear that there will not be any cabs to get me to local resturants, etc.

Don't waste your money renting a car - there are tons of restaurants close to your hotel and if you need to get a taxi to take you somewhere it will still be way cheaper than a car rental.
Also like the poster before me - the city has a great bus service that is cheap and very clean.

Depends on how much driving you are going to do. If you are going to use it just to get a meal, I suggest you call a cab on the phone and arrange for a pick up time. There are cab companies in the yellow pages of any phone book.

If you are doing some sight seeing or buisness then I suggest you rent a car.

Champaign has a good bus system that is easy to navigate. There are plenty of restaurants within easy walking distance from the Hawthorne.
