Hmmm, I'd love to know what the attraction is to your side of the fence?? To begin, I'd remove the ladder and chain it so that he can't simply grab it again. I would then (if the problem persists) contact the local police chief and tell him that you wish to file a formal complaint regarding trespassing and theft of services regarding this person using your electricity in an unauthorized way. You might want to look into obtaining a restraining order which will forbid this individual from coming within a certain number of feet of your property - if he violates the restraining order, he can be jailed. Regarding stealing your electricity - turn the breaker off that controls the outside receptacle, that'll stop that. Turn it on when you need to use it.

That stinks that the police will not help you.
1)Put up an electric fence or barbed wire at the top of your 7 ft fence.
2)Get a watch dog and put up a keep out sign and a beware of dog sign.
That is pretty bold of your neighbor. Does he have mental issues?

Maybe you should find out from your local police if an electric fence is illegal, considering that your neighbor trespassing doesn't seem to concern them very much. At least that would get their attention and maybe really look into the matter. How about contacting your county sherriff's office. Go above the police in your area.

Hell get a lawyer and file a civil suit against him (rather than a criminal suit). This is completely independent of law enforcement and all you need to prove is that he has made a negative impact on your life. Hell, with video tape evidence of him stealing your fruit & electricity and the "mental anguish" that this situation has caused you should be good for at least $10K or so! Go for it. That will fix him plus legal consultations are initially free and to pay your lawyer, you'll just need to give them a percentage of whatever settlement you get. That's what I'd do!

Keep the camera set up, and even tape the police if possible telling you it's not their problem. In fact it is, they are in charge of maintaining civil order. Second step provide the proof of his tresspassing and get a restraining order. Maintain the camera and report if he violates. Either that or get a nice watch dog, german sheppard, rott, etc Not only is he tresspassing but he's also stealing fruit, and your electricity to power his television.

Hmmm, your story is changing. Last post, the fence was 6 foot and he was just using your pool. Methinks you are pulling our legs. If you have a police force, you probably have a City Council or other governing board. Go to them if the Police are not doing their jobs and take the tapes with you.

also tell this neighbor that you are aware of what he is doing in your yard and that you dont like what you have seen. if it continues you will file a formal complaint and then do so. Go to the magistrate and file a complaint against traspassing and theft. What he is doing is illegal and charges can be filed. But first you do need to inform him that what he is doing is wrong. mark the date you informed him on the calender and then continue to document what he is doing. if his behavoir continues after you have warned him, file formal charges.

Have you put up 'No Trespassing' signs? In most places if that's clearly posted, then the police have to do something. If not, that would be a good place to start.

Rolls on your Grass sounds unstable to me. Get some itching powder and lay it on heavy when he rolls around he will get very uncomfortable and after a couple of times he may not come back if so plant some very thorny ground cover plants. ground cover cactus should do it
