did you add all the fish at one time? Many times adding so many fish to a pond will cause them to dispurse to find "their space". This isn't always the case. A number of reasons they will go to the bottom,

How old is the pond?

The waterfall provides LOTS of dissolved oxygen. You will come to find your fish will be there more than anywhere else in the pond for this reason. they also know moving water means food.

During the day cooler water is near the bottom of the pond, but food is as well. Algae that grows in ponds will grow longer on the bottom. Yes goldfish eat algae.

Some fish prefer the bottom of the water and some the middle and others the top.

There could be a raccoon, cat or bird that hangs around that you do not see.

Even though you have a pond the fish can feel your vibration as you get close to it. Once your fish realize you coming near the pond and perhaps food, they will come to the surface mroe often.

I added 3 koi to one of my ponds and didn't see them for two weeks. They stayed in the deep end and didn't even come up to eat with the others. Eventually they will surface and remain more toward the surface.

Is the air and water temperature getting warmer where you live? Warm water holds less dissolved oxygen than cold water, so if the pond is heating up, there will be more oxygen for the fish where the waterfall comes in.

Racoons could be ur culpret for the missing fish... and the other thing is the water could be cooler near the bottom of the pond so they will swim there in the day time to keep cooler.
