Laws are created and applied to regulate the actions of members of a group. Without laws, we would have chaos. For example, picture a world with no laws against murder, robbery, assault and other crimes. However, laws should be applied justly to everyone in the group. I use group in the sense of State or Country. There are also rules and regulations which determine behavior of certain individuals. Breaking the rule is not necessarily criminal, but carries a penalty unique to the situation. Like hitting someone deliberately over the head in hockey, or staying out past a curfew in college.

Laws should always have room for interpretation so that they can change with the times. As Jean-Luc Picard said in a segment of ST, The Next Generation, "There is no justice when laws are absolute." This means, laws should not be interpreted so rigidly that there's no room for change or mercy.

Law is a rule or system of rules recognized by a country or community as governing the actions of it members.

(1) If you want literary answer, please look it up in the dictionary.
(2) Law is arbitrary situation imagined by law-makers which if you happen to "break" it you become liable
(3) There are 'natural laws" like gravity or 'fire burns' 'water always flows to lower levels' etc.
