Now I know Barry Bonds' likeness rights are not granted to the MLBPA, but is he a member of the union? Are non-union members (Kevin Millar, etc.) subject to the MLB steroid testing policy?

He's not in the PA, but he is subject to the union rules and whatever CBA they come up with.

Bonds is a member of the MLBPA. For the past few seasons, however, he has declined to be a signatory to the blanket licensing agreements the union negotiates on behalf of the players.

Bonds, aka "Self Centered Greedy Bastard", opted out of the licensing portion of the CBA. This includes using his likeness for promotional reasons by the SF Giants.

All players under contract, majors and minors, are subject to drug/steroid testing.
