I would like to do some decoupaging but I don't have any Mod Podge. Is there a way to mix water and glue to get the same results?

Mod Podge is just white glue with water. Go 3 parts glue to one part water.

Any "white glue" should work after it's thinned down enough to be nicely spreadable... do remember not to get a "school" version of any white glue though; it won't be permanent. Just the cheap Elmer's GlueAll is fine though.

Any acrylic (water-based) finish for bare wood works too, as mentioned.

(If you were going to buy a glue "sold as a decoupage medium," I've heard that many people like Royal Coat better than ModPodge --both by Plaid-- saying it acts better later if there's much humidity.)

I'd go to acrylic varnish rather than Mod Podge or white glue based mixtures. If you're going to all that trouble to make a project, a varnish is a lot better option. It'll last a lot longer too.
