buchanon is considered the worst in that the united states fell apart under him and civil war started.
i think bush will be some heavy competition
ultimately i think the next person in line will have it really bad -- when the crash hits somebody will go down with it.
bush will get the blame for 9/11 and katrina and iraq -- thats kind of extreme negligence. and scandals that make harding good.
here are some ways of looking at it -- usually current presidents start high and within a few years drop considerably --

Many will probably think I'm crazy, but I think FDR was the worst president ever. The new deal created a permanent welfare state that is slowly bankrupting the country and created an entitlement mentality completely opposed to the principles of this nation, the internment camps of Japanese, Italian, and German Americans is perhaps one of the most shameful chapters in 20th century American history, and his complete mismanagement of the Yalta conference resulted in the cold war and nuclear arms race. I think FDR has done more harm to this country than any man in history. His legacy on the world isn't a whole lot better. That's just my opinion, I know plenty of people would disagree.

I believe Jimmy Carter was a weak president (except for the Camp David accord) but I think history will certainly record George W. Bush as the all-time front runner.

Jackson. The Trail of Tears and mass genocide isn't a good record for the US.
