That depends on whether he's traveling by air or land. If he's flying he WILL need a passport for reentry (or, through September 30th, 2007, AT LEAST official proof of application for a passport + valid government-issued ID).
If he's traveling by land or sea I think he should be fine with just a valid government-issued ID like a driver's license.
That's my understanding, anyway.

Currently, passports are not needed for travel between Canada and the United States by land, but ARE needed for travel by air and train.
The US State department did just announce on June 8th that U.S. citizens traveling to Canada, Mexico, the Caribbean, and Bermuda who have applied for but not yet received passports can nevertheless temporarily enter and depart from the United States by air with a government issued photo identification and Department of State official proof of application for a passport through September 30, 2007.
All US citizens traveling outside the country (even to Mexico and Canada) need to have a passport to reenter by January 2008 at the latest.

The date you are looking for is September 30th, 2007.
If he is traveling by land he only needs his drivers license. That is the current rule and will be at least through the year. It might change Jan 1st 2008, but that hasn't been finalized yet.
There was a rule that if he was traveling by plane or sea he needed a passport, however that rule is suspened until Sept 30th. If he tries to re-enter after that date, then yes he will need a passport to even board the plane in Canada.

So sorry. Been through almost the same situation as you!
He may not need a passport just right now if traveling by plane, but should need proof that he applied for one. It was the law since January 2007; however, since there is a back-up, they will let it slide temporarily with proof that he applied. I'd get the passport just in case! Never hurts, and is cheaper than having to deal with the legal mess should he get misinformed.

i do no longer think of you do no longer want a Mexican passport to pass into Mexico once you're a US citizen. i've got been to Mexico two times with a chinese language passport and a US green card (no visa) and that they only permit me in. I saw on TV that they have suspended that requirement, because they were flooded for passport requests.
