Is the name of a country singular or plural?I have read in quite a few places "India have won" but today I read somewhere "holland is a country where..."

It's singular. When speaking of it's citizens as a group, then it's plural.

Example: India is a country. Indians are very nice.

It is singular, even if it seems to have a plural ending. For example: The United States IS a powerful country. The 50 states together make ONE country. In your example, the verb is used incorrectly. It should read: "India has won."

If you're referring to the population, it's plural (they). If you're referring to the COUNTRY itself, then it's singular (it).

They have won four times in a row! - Holland have won four times in a row!

It's a good country. - Holland is a good country.
