If its required to make a software to arrange a set of numbers input by the user then the software engineer's job will be to design the logic of the program, and all the programmer has to do will be to translate that design into source code--- am i correct?

I was both. I programmed professionally in the 60's, 70's, 80's, 90's, and 00's.

I would make this distinction by education. To me, the title Software Engineer implies a degree in Computer Science or an advanced in degree related to Computer Science or employment in a position normally done by one of the above.

Neither title necessarily requires practical experience or full-time endeavor.
