Get the local ordnance survey map (large scale preferably) and look for BOATs - Byways Open To All Traffic. Motor vehicles are allowed on such byways.
However be aware that councils can restrict use on individual byways with a Traffic Restriction Order (TRO). Look out for the usual road sign showing a motorcycle and\or car with a red outline, white background.

All usual road regulations apply, tax, insurance, helmet etc.
Always give priority to walkers and horse riders - and please use a road legal exhaust

A road-registered quad can be used on any road or track open to motor vehicles. Your local off-road club will be able to advise on these.

A non-road-registered quad cannot be used on public roads or tracks, so you'll need to find private land, and get the permission of the land owner.
