Because in this capitalist society, the economy is supported by oil and not by well educated people. There are simply not enough well paying jobs to support what millions of additional college graduates would be expecting upon graduation, so why emphasize education?
The very last thing corporate America wants is a well educated citizen smart enough to know when they are being screwed for the sake of increased profits.

That is very simple and it has nothing to do with war. What do you think takes up the biggest part of our national budget, and guess what, its not defense. Its something that our generation will pay into but get nothing for, Social Securiry. Around 586 billion dollars. Over half of our federal budget every year is spent on social programs from medicare (394 Billion), medicaid (276 Billion), WELFARE (367 Billion). That accounts for over 50% of our national budget, while defense makes up less than 20%. Oh and on education 3.1% (89.9 billion on education in 2007) is spent on education. I dont like the war either but before we all take the common road that the media feeds us, please open your eyes, and this goes to people in my generation. So that is why their is no money for education. We spend more for the interest on our debt than we do on education, in fact the percentage of our GDP in comparison to our defense spending is lower than what is was during WWII, even though more people died in 9/11 than in Pearl harbor......
