They are both important to a game but if the pitch is slow and flat you want more spinners the pace bowleres but you still need pace bowlers or the batsmen would get used to the bowler.
If the pitch is bouncy and dry you want more pace bowlers again you still need spinners.

Depends on a lot of factors, mainly the pitch. The way that limited overs cricket is being played lately and the type of pitches they dish up I'm not sure I would want to be a pace bowler. A good spinner who can keep it tight seems more effective in keeping the runs down these days. Especially in the second innings when the pitches slow down a bit.

It will depend upon the nature of the pitch. On a bouncy pitch, good pace bowler will be more effective than spinner. However, normally a good spinner will be more useful especially in the second innings.

IF you qualify them as the same quality player, the pace bowler would be more useful because they get the new ball - early wickets are important, if you get early wickets, you greatly improve your chance of winning
But if the pace bowler isn't any good, there is no point in having them..
Its also down to strategy etc etc. Daniel Vettori has gotten into the top5-8 ODI bowlers the last few years because he is pretty much a lock to bowl his 10overs for 30odd runs. That certainty is hugh, Muttiah is of course the same.
