Tree planted two weeks ago and no leaves on branches what should I do? The new growth is above the graft and growing well but the entire branches are still bare.

Give it some more time to go through the root shock of being transplanted. To find out if a particular branch is dead just take the twiggy branch and try bending it gently. If it bends it's still alive--if it snaps it's dead. You can also tell by scraping the smooth bark with your thumbnail. If it's green where you scratched away the bark it's alive. If these tests show it's still alive just be patient. 2 wks isn't enough time.

You mention a 'graft' so it might be the case that the cherry tree has been grafted onto a sturdier rootstock.
If this is the case you would not want anything below the graft as that is not going to be a cherry tree.

a result of stress, probably transplant shock. replant in a larger hole with soil amendment. most important is to tamp down the soil around the rootball. pack the soil in tight for good root contact and no air pockets. form a tree well, mulch and water. shoots should be removed unless the top is dead. if so leave them to form new growth
