how can you create a ballon that has something inside of it like a stuffed toy or a ring or even some chocolates...?

I have seen here that there are tools for inserting things into balloons, like a funnel but bigger maybe with an expansion bit in it as well.
After you insert the thing you blow up as usual.
For sale (said here) in the big craft store chains.
If you can not find one of those, try to find a funnel used for filling plastic freezer bags that has a 'neck' that is big enough for your inserts.
If you can not find either, you might be able to make a funner or ring out of a plastic bottle.

To put the end of the balloon over the funnel or ring you may need to stretch it several times in all directions to make it more supple.

Blowing might be better with a pump rather than your lungs if you have chocolate inside.

When putting objects in balloons you can use an Elastrator from your local farm supply store. It is normally used to remove tails from lambs or castrate calves. It stretches a very small, very strong elastic which is then placed over the offending part and released. (Gentlemen, wince here!)
