You are 21 - you look good as your are. I like the picture you put up : )
Sometimes, we go for changes, if you feel good with the facial hair, stick with it. When feel like a change, shave or I've seen guys, they groom their side-burn, moustache etc
Think the facial hair makes you look cool now, at all times in any fashion style. If go for more Bohemian style, probably added carefree arty.
With out facial hair, clean shaven - to me, it is an ever-green clean cut look. Perhaps that's why I personally like the 30-60's suave sleek look.
Look may tend to create the immediate impact, form initial impression, but it is always the inside that, I always feel, counts more.
If you are patient, no big deal, shave - don't like then grow it back ; ) And have number of guy friends, they feel the clean shaven gives them less hassle too.
