nobody famous will just stop to have a chat with you, but you can try anwrite to them.
If you know who you would like to talk to contact there fan club (official if possible) and ask for a adress for correspondants.
Sometime some of the nicer people (celebs) will read there fanmail and respond.

I think it depends on who it is. You can find out where some celebrities are filming and maybe hang around the movie location. A lot of times, they will stop and chat with fans between takes, depending on the person. Think of all the pictures of stars who go grocery shopping,or play with their kids, or get their hair and nails done. I think it is mostly luck, but you never know, you might run into someone if you are in the right area.Good luck!

You said famous, and if you mean not having to be a movie star, there are plenty of famous people that will give you a moment of their time. Famous politicians (Barack Obama for one) will greet people at their rallies. Authors often hold book signings - just search Yahoo! for ones in your area. Then there are always tours in Hollywood taking you past hot spots, and they might just be inhabited by someone that would perk your interest.
