Licensing regulations differ in each country, and also within provinces or states.

Some have graduated levels of engine size, which mean there are restrictions that oblige the new rider to spend a certain amount of time riding machines that have a smaller engine displacement before they area allowed to move up to the next size and power level.

This is what appears to apply here.

Being restricted to 500 CCs means that is the maximum size of engine he is allowed to drive with until he meets the next level of qualification.

Where those restrictions exist, it is common for a beginning rider to be assigned a level less than 500cc.

If you are concerned, suggest that your friend take an approved course in motorcycle riding. The cost will not be great, but the course should be considered the best investment any motorcycle rider can make.

if he is not over 21 he must be restricted after passing his full bike test for 2 years. his test would have to be on a 33bhp bike too. normally a 250.

any bike can be used as long as it is restricted to aprox 33bhp.

if over 21 he can do a full test on a big bike and ride what ever he wants after passing.

a 500cc restricted ( if a ER500, CB500) etc, would be ok. anyting sporty 500CC restricted will be crap to handle
