My daughter will be a year this month. She's still on formula. I don't know if I should start giving cow's milk or give the "next step" formula (for 9-24 months babies). I rather give the cow's milk honestly because it's cheaper but is it the right time?

Weaning off formula and on to cow's milk NOW will only prevent you from weaning to it later. I'd go for regular milk now if your baby otherwise is healthy and eats solid foods well and has a reasonably balanced diet. If your baby is lacking nutrients because it doesnt eat table foods well - then I would go for one of the other formulas for older babies. Anyway - to make the switch - just make bottles 1oz milk to 4 oz formula for about a week... then the 2nd week do your bottles at 50% milk and 50% formula for 2 weeks and then the next week try to see if your baby will take 100% cows milk. Most will - but if not - go back to 50% bottles for another week and try again.

Go for the cows milk now! My little one has been on it for some 6 months (since he was about 8 months) as he refused formula after a stinking cold. If she gets greenish poo's, just dilute it a bit for her until she is more used to digesting it. and time to stop sterilising too - another little chore you won't have to do!
Always check with your HV first - but I'm sure she will be fine.
