Your only fourteen everyone grows at different paces you could be late developer but you will keep growing till your 21 so don't worry to much.
If your still worrying at the age of 16 and need a type of contraception the pill will help your breasts which will double but dont go on the pill until you need to as there can be serious side affects as i found out. For now try a padded bra to fill you out and you could try stripey tshirts as the give illusion of a bigger bust

I am almost certain your breasts will grow larger. They might grow to a B cup or even a C cup. You are young and shouldn't worry. Im 21 and my breasts grew until i was about 19 or 20!

Chances are that they are still growing. It can take a few years or so for them to develop fully. I am now 35 years old and I started to wear a C cup when I was about 19 years old.
