The coroner is the one that check the body once it's been removed from teh scene. They are the ones that perform the autopsy and check the body closely.

Well a coroner would declare the time of death but it might be a Dr. of Forensnics that would investigate the way of death had it been foul play or murder.

The coroner by definition is a public officer whose primary function is to investigate by inquest any death thought to be of other than natural causes. (that too, before any trial or jury)
