I have recently purchased a belkin usb to serial port converter( the old 9 pin connector) so i can run some old periferals. I have selcted a comport which is showing as free on device manager wich was com 2. Even though there is no evidence of conflict, when ever i start to use an application to run a periferal, It may start to work and the signals are going through becasue the external device is responding, but nothing is uploading to the pc. Eventually the pc will come up with an error msg, saying is the device turned on, is there a conflict etc. i've atempting moving other items such as modems and so forth but still no success. Lastly the periferals need to be sitting on a com port between 1-4 as all the software i am using to run these devices only show 1-4.....thanx

Does it show any conflict in the device manager?

I mean, when you go to the device properties through the device manager, what does the "resources" tab tell you?

Does it say it is an IRQ or memory address conflict?

I had tested something probably is what you said, I never had any software problem, but I did figure out that the serial device must be plugged first, because it is not PnP so that order is important.
