The easiest way is to turn it to the temp you want and LEAVE IT ALONE. If after a day you find it isn't warm enough turn it up by 2 degrees LEAVE IT ALONE for a day. Repeat as needed.
Also, if you have a stick on thermometer, get yourself a good floating one that is actually in the water.
A heater fitted for your tank will maintain the temp. You may have a heater not rated for your size tank. Once set your heater will kick on and off to maintain the temps in your tank.

There are heaters available in market to heat the aquarium with temperature setting if ur keeping the aquarium in cold condition. If u want to cool the same replace the water with chill water.

Depending on the room temperature and the temperature the fish you're keeping require, a heater or a chiller are the best. If you live in an area where you get a lot of temperature fluctuation, you may need both, one for winter, one for summers. If you have a really larger tank (over 30-55 gallons), it may be worth it to get two heaters of the same wattage, one for each end of your tank. Just set both to the same temperature. This will keep the temperature more even and give you a backup in case one malfunctions.

Besides the chiller and heater, you need to watch the sun on it, and if the wall gets hot or cold behind it. Also, is there an a/c or heater vent too close?

I would buy a heater, 50 watts fro every 10 gallons that you have, and a thermometer. Go with the more expensive thermometer, i had a cheap one that burned my fish and water got inside and broke it, and if you really care for your fish the expensive one will be worth it in the long run.
