One of my wants is to propose to a certain sim, but there is no option for it.

the best way of going about it is first making sure that the other one isn't married is they are i prefer a little soap Oprah drama i invite their spouse over then get t them into a room with a fire place plenty of wooden furniture and couches then leave the room after lighting the fire then simply remove the door and watch the fun after that get in good with the widow/widower and spring the question

I know in Sims 2:Pets there is a "propose" button.There has to be one in the Sims 2 game!Maybe your Sim is not ready for marriage yet.My sister had her characters marry.It was weird,LOL.

I think you have to make them have a romantic type relationship first. [if you havent, try "Make Out" or "WooHoo"] Yhat's also how my game is too, sometimes though.
