He could, legally.
But A ticket with Cheney will lose. No doubt.

Don't lose any sleep over this one. Cheney is a sick guy and cannot go on. No vice president has held office for more than 8 years. Rudy would pick a Republican who would appeal to the far right so he could pick up votes.

Don't quote me on this but although the 22nd amendment forbids the president from running a 3rd term from my interpretation it also forbids any person is a part of the office of president which includes vice president.
If you take a look at the first clause in article ll which states that the office of the president is held together by both the president and his VP:
"The executive Power shall be vested in a President of the United States of America. He shall hold his Office during the Term of four Years, and, together with the Vice-President chosen for the same Term,"
And since the 22nd explicitly states that the anyone who has held the "office of president" [ instead of saying president ] for two terms cannot run a third. I would think it also suggests that a two term VP would not be able to have a third term or become president for that matter.
"No person shall be elected to the office of the President more than twice, and no person who has held the office of President, or acted as President, for more than two years of a term to which some other person was elected President shall be elected to the office of the President more than once."

The 22nd Amendment to the Constitution does not restrict how many terms a vice-president can server, only the President.
Here's the text:
Section 1
No person shall be elected to the office of the President more than twice, and no person who has held the office of President, or acted as President, for more than two years of a term to which some other person was elected President shall be elected to the office of the President more than once. But this Article shall not apply to any person holding the office of President, when this Article was proposed by the Congress, and shall not prevent any person who may be holding the office of President, or acting as President, during the term within which this Article becomes operative from holding the office of President or acting as President during the remainder of such term.
Section 2
This article shall be inoperative unless it shall have been ratified as an amendment to the Constitution by the legislatures of three-fourths of the several States within seven years from the date of its submission to the States by the Congress.

Rudy can pick Ronald McDonald and it won't matter, he's still not going to win.
Trust me, Cheney will NOT help his cause...

Rudy COULD do it, but I doubt that he WOULD do it, and I'm sure that Cheney would decline.
