The literal meaning of "mingle" is to "mix together", like the host of a party MINGLES with his guests, in the sense he goes about and talks to everybody, etc. The phrase you mentioned refers to people who are ready to go out and meet new people or make new friends.

Mingle is a term that is used for parties.
Like say for example- Your friend tells you, "Hey man lighten up, MINGLE. Be smooth."
That pretty much means to meet others, talk to people, and have a good time (coming from a male-preferably, with girls.)
In fact: here's a definition for it.
verb (used without object)
1. to become mixed, blended, or united.
2. to associate or mix in company: She refuses to mingle with bigots.
3. to associate or take part with others; participate.
–verb (used with object)
4. to unite, join, or conjoin.
5. to associate in company: a hostess who mingles diplomats with executives.

Honey, I read every of the 18 answers above me and they are all very nice BUT you have to look at the context of the conversation. Is it a guy saying it to a girl? Wellll, then it means he's ready to mingle in the sheets!!! Sorry...but that's what it really means.
