an envelope with a regular postage stamp(not bulk rate/business)and you return their paperwork in person,can you cut the stamp off the envelope and re-use it?

Yes ..you can reuse postage stamps that have not been canceled.

To remove a stamp with out a humidor..put a small amount of warm water in a bowl/tray. Place stamp that you have cut out of envelope leaving about an inch of paper around.Place in water stamp side down,making sure water covers it.
Leave alone and come back anywhere from 30 min to and hour and you will be able to gently peel stamp from paper.
Place stamp side down on a white paper towel to dry.
When dry you can use a bit of glue to attach to a new envelope.

If you collect canceled stamps you can use the method also..making sure not to overlap stamps in your tray.
Also if the stamps are attached to colored envelopes like red,green etc..soak them separate as they may fade in the water.and mess up the stamp and others in the water.

Yes. I think you should do it too as stamps are/were a form of money.

If it has not gone through the Postal System yes. But if it has gone through, even tho it may not have been canceled, it is still
illegal to use it again.

i'd use it, i bet all those people that said it's cheap are broke. besides, if i don't have to buy stamps i have more money for jager.

lol, that is cheap. I think that it would only be considered illegal if the letter has already been mailed.
