My landlord owns three buildings on my street. The two buildings next to mine have families that live there and I swear they have like 12 kids each. Every time I come home their kids run into the streets, ride their bikes in the street, or just walk in the middle of the street. They pay ZERO attention to cars. The parents are never around. I have even had children purposely run into the street to try and scare me, and I had to slam on my brakes. Can I call the landlord and tell him he needs to fix this issue? I was told by a police officer that it's out of the police's control.

They are always in the streets. I actually saw one boy start to cross the street, he saw me coming, stopped, and then crossed the street right before I got to him. He crossed on purpose when I was closer. It's not cute or funny and their parents are ignoring them. If I hit a kid, I don't feel that it's my fault. I drive very slowly and turn my brights on at night, but when the pull stunts like running out... It's not my fault!
