yea u can but it wont mark on the sinoh dex until you get the national. then it willl show up

Chikorita is a difficult one. Only way to get it in other games (as well as the other starters from that generation) is to catch 200 pokemon in your hoenn dex in Emerald, and then the professor gives you one. And in order to do that, you need to have 2 gba console things to be able to trade from FR/LG/R/S. Very annoying. Just find a poke-trading community online (or here...) and even just ask for tradebacks so you can have the data. Then search on the GTS for them.

no that person needs to see all 149 pokemon so they can get upgraded to the national dex then you can send over the tyrouge

Yes, you can, but the data won't show up in their Pokedex until they get the National one.

yes you can. The only thing what will be different is that tyrogue's number will ???? instead of having a number in the national pokedex.
