Well, a light .22 rifle is what I was started out with as a "real" gun when I was a girl (as opposed to a pellet gun). Just make sure he has gun safety and hunter safety classes and make sure you're with him when he's using it. Teach him strictly that a gun is not a toy. My dad taught me that through the seat of my pants for shooting at crows (illegal here at that time) and I never forgot.

If the National Rifle Association has a training program in your area of Georgia, if you require shooting in supervised firearms range operations, and he joins an organized body
like scouting or Future Farmers of America to better value ownership responsibility I don't see too many problems.
I'd start him off with a black powder Sharps .50 to put more respect and value behind the discharge of every lead ball.
When he can peg targets one half mile down range it will be
time to consider smaller arms that are more easily handled
(and abused by ignorance).

An air rifle is great fun, very few legal problems. Check out local gun clubs...4-H, etc.
Only you can assess his responsibility, if appropriate, get a 22. Ruger 10/22 or similar. Great inexpensive fun. Or a trap gun.

My parents wouldn't ever buy me a pistol, but I think its good for him to know how to correctly shoot a gun. Just dont teach him to use the gun to harm anything, only target practice.

Maybe not a hand gun, but a hunting rifle. Hopefully that's what hes wanting a gun for. If he is wanting it, just because his friends have one, I would have to deny him.

No way he could hurt himself. It doesn't matter if everyone has one.
