You've got a solid answer already.

Be aware, too, that most TV is written in-house. In general, TV studios are not open to concepts or proposals for new series from someone who is not already working in TV. The legal reason is compelling, of course, and like any business, they're reluctant to change the way they've always done things.

The usual progression is to hire on as a staff writer for show A, move upward to becoming a head writer for show A, then take over as head writer for show B when it's losing viewers. If you manage to save show B for a few seasons, then you may have the clout to float your idea for a new series to someone with the power to make it happen.

That doesn't mean you shouldn't keep writing your TV spec scripts. If you get hired as a staff writer at some point in the future, you may be glad to have them when the perfect opportunity presents itself.

Production companies cannot accept unsolicited material.

They can't take the risk of being sued, if an idea is similiar to something they already have in the works, or, currently exploring.

The best thing to do is take a writing class, as the instructor usually gives information on how to get material in the hands of the right production staff, at the studios.
