Salary Cap rules came into play in 1994. These are the tally since that year. Texans didn't play till 2002 and the new Browns till 1999. The Browns that played before would count under the Ravens.
The Houston Oilers from before would be the Tennesse Titans.

The three teams in contention would be the Detroit Lions, the Arizona Cardinals and the Cleveland Browns. Since 1994 here is how the stats look:

Detroit 79-129 or 38% winning percentage

Arizona 73-135 or 35.1% winning percentage

Cleveland 56-104 or 35% winning percentage

The numbers are off for Cleveland because there was no team there in '96, '97 or '98.
