I am currently deployed to Iraq. I have joint custody of my child with my ex husband and he is resfusing to answer the phone or talk to me at all about my daughter at all. I dont know what to do from over here.

I would call any friends you two share and have them go talk to him. Maybe they can talk some since into him. There is no reason for you to have to worry about this while you are over there fighting for your country. He is a very selfish person. Write your daughter letters as often as you can and have them sent to someone else and have them take them to her. I know that around here where I live we respect our military very much and you would be able to call just about anyone that knew him and they'd go give him a "good talkin to." AKA most likely a good ole butt kickin!!

You should be able to go thru your chain of command for direction on who would help you best. You don't necessarily have to follow the COC (u can jump up the chain) because this is a personal matter. However, You should let someone in your COC know what you are doing.
With a copy of your divorce papers and custody agreement go to legal. They may not be able to help you directly but they can tell you what you can do from there.
If legal wont help you go to the Chaplin, then Family Services, then Medical (counselor).
Keep track of the times you call, email, or write letters. Keep copies of everything.
If he really is avoiding you, you might have to get your lawyer involved.

just keep trying and document all the times you call, this is important in case things get turned all around and it is said you didn't try and get into contact. you are in the toughest position possible. try talking with the ex-in laws, maybe your family can do something to help you out. but it sounds like you may need the help of and attorney.
