He was called a lamplighter. He would light the candles which were on the street lights in the wealther neighborhoods. Later when gas lines were laid he would come around and turn up the gas so that the lights would come on.

The first commenter is right--it would be the lamplighters, lighting the gas lamps on the streets as dusk came.
