For free? That means upgrading your hardware is not an option. You could try defragmenting your files and cleaning your registry, Download the free utilities from www.diskkeeper.com for defrag and www.ccleaner.com for cleaning your registry. Install the the free versions and run them. You'll notice an improved performance. Of course, upgrading some of your hardware peripherals, such as memory, would be better.

Uninstall all P2P software, it uses your ramm, processor and internet connection to serve files as well as recieve. Uninstall any more than one toolbar. Uninstall google desktop, turn off all unneeded items in IE7 manage addons. Run an antivirus and an anti spyware sweep. Go to start/all programs/ acessories/system tools/defrag and run a defrag
Uninstall all redflag software like AOell, Limewire, bearshare, banzai buddy, smileys, mouse pointers, webshots, incredimail, hotbar, etc.
Go to start/run, type msconfig go to start up and google every item, if it says its necessary, leave it, if optional or bad, uncheck it.
Right click my computer choose properties/advanced. Uncheck anything that says fade, slide or animate. (Or check set for best performance)

press ctrl, alt, and delete all at the same time. The click on the tab labeled "process". Once there click on "mem usage" to organize the running programs by how much memory they are using. Look at the big ones and see if you need them to be running, just close (end task) all the stuff you dont need, but dont close any important stuff.

please give more info -pc specs etc what are you trying to use it for,eg gaming;net etc?most of the time its a matter of getting more ram or a fater processor.but if its your net surfing that is slow it may just be a matter of upping your bandwidth with you isp.
