Sounds like you are wearing the wrong size. According to the US measuring system, you need to add 5 to your rib cage, and round up to the nearest whole, even number. In your case that would be at least a thirty six. Forget the 1/2 inch for now. Then with a bust measurement of 36, that would make you a 36A or 36AA depending on the bra.
a 36AA cup is actually the same size as a 32C. The cup sizes is related to the band size, when you change the band size, you change the cup size in the opposite direction, to get the same basic fit. In your case, as a 32C, a 34B will fit you about the same, but not feel so tight.
While a 36A might be your measured size, there is a good possibility that you got it wrong. It is hard to keep the tape straight. Your best bet is to go for a fitting, or have somebody else measure you.

Measure around your rib cage under your breasts, [ 31.5 ]
Measure around fullest part of bust. [ 36 ]
Add 5 inches to chest measurement for band size [ 36.5 ]
The difference is the cup size.
+ 1" = A
+ 2" = B
+ 3" = C
+ 4" = D
But everyone is built a little different; so buy the bra that actually fits you. When you buy new ones, also try a band or bra size up or down.
Remember:
There should be no bulge from bottom of bra band.
Back band should be below front band.
Area between cups should lie against chest.
Cups should fit without tightening bra straps [ tightening just holds up the straps ]
Nipples should be in center of cups.
Breasts should not bulge over side of cups, or spill over top.

You'd round 31 & 1/2 up to 32.
Then 36-32=4"
That makes you a D.
AA = 0-1/2"
A=1"
B=2"
C=3"
D=4"
DD=5"

34B may fit better. 32C sounds like it may be too tight, you could try a 32D.
