If an Arab state is created in Judea and Samaria, can the Jews there become citizens of the new state?

20% of Israeli citizens are Arabs already, with equal rights and access to social services as Jewish citizens. These "Israeli Arabs" are hostile to Israel despite this; they would prefer to live in an Arab-run state.

Would Arabs grant the same rights to Jews living in an Arab state?

(We know how Jews were treated in the past in Arab lands

Israel has many Arab citizens; it is the Palestinians that don't want to be part of Israel. Israel has tried to promote a two-state solution, since there are so many Palestinians that don't want to be Israelis; but the Palestinians want all of Israel. Israel has offered them 95% of what they ask for, but they won't make peace.
As you may recall, Israel took over the Palestinian territories because they were being militarily attacked from there. The only reason they have kept these lands and tried to settle them is, as a buffer against future similar attacks.

An estimated 500,000 Palestinians are living in the kingdom of Saudi Arabia as of December 2004. They are not allowed to hold or even apply for Saudi citizenship, as the new law passed by Saudi Arabia's Council of Ministers in October 2004 (which entitles expatriates of all nationalities who have resided in the kingdom for ten years to apply for citizenship, with priority being given to holders of degrees in various scientific fields) has one glaring exception: Palestinians will not be allowed to benefit from the new law because of Arab League instructions barring the Arab states from granting them citizenship in order "to avoid dissolution of their identity and protect their right to return to their homeland".

Israel doesn't want the Palestinians in their state because they know they will be outvoted by them in any democratic process.
