The band dedicated this to Barbara Lewis, one of their high school friends who was killed by a drunk driver around the time this song was written.
Her brother in-law explains:
"The song's lyrics are mostly an analogy. Barb donated several organs, including her heart. She was close with Ed and the guys and died in a car collision with a fleeing armed robber. These lyrics are constantly misunderstood! Yes, Ed is speaking to the circle of life, but specifically to how Barb's life gave new life to many. The angel, the baby down the hall, the pale blue eyes (of Barb), the pain ("confusion")... the lyrics are wholly Ed's interpretation of his experience and perception of Barb's impact. Our family has become close with the most genuine and caring man who is still alive today (over 10 years later), who has Barb's heart beating in his chest! "Lightning Crashes" literally lives on.

The lyrics to this song is quite interesting. The meaning is somewhat ambiguous, but if you imterpret it literally, it's generally descriptive of the cycle of life, death and rebirth that that is a part of the human experience. It's pretty deep.
The first stanza talks about a new mother giving birth. When "her placenta hits the floor" thats analogeous to the baby being born. The "angel", represents the new child. She cries when as is typical when the doctor holds her upside down and slaps her butt and she "open her eyes", sees life for the first time and the "confusion" that we perceive as life sets in "before the doctor even close the door" on the way out of the maternity room.
The second stanza speaks about the old mother's passing --perhaps it's the baby, because they use the same name "angel" to refer to her closing her eyes (dying)-- now grown up and having become a mother herself. But in the instant of the old mother passing, a new baby is born and the confusion that we know as life has passed to another, the "child down the hall.
Like I said, it's pretty deep. To completely grasp this idea, you'll need to read several books. Start with the wildly popular book "The Secret" by Rhonda Byrne.
