The flash point of paper is lower than its melting point. Therefore, if air is present, if you turn on the oven, it could burn well before melting (same with diamonds -- but not at the same temperature).
However, it is also possible that it does not reach its ignition point (oven not hot enough), in which case it will do neither (melt nor burn). It may singe, turn brownish, make some smoke (although, when it gets to that stage, flames are not far away).

It is impossible for paper to melt. The particles of paper fiber reach what is known as flashover temperature, the temperature at which something completely bursts into flame and every bit is burned, before the compounds and elements that make up the paper fibers even come close to melting points.

It absolutely would not melt. But it would burn (toast) just like bread, because paper is actually made out of the same stuff carbohydrates. During WWII, the Germans conducted experiments to see how much saw dust could be added to bread and people not tell, in order to stretch the flour supply.
