Before we go condeming the tree, let's hold off. Get some of those things into a jar and to your county agent. In the mean time you could wash down the tree with the soap solution. That won't hurt unless the solution is too strong.
These could be beneficial insects feeding, say on aphids...or they could be adult aphids with wings.
ID before you panic.

There's a variety of varmints that match your description. Does your pine tree show visible signs of stress? Such as brown needles on an entire main branch or lead? This could be caused by pine bore beetles, and if in fact this is the case there's nothing you can do about it.

Sounds like pine beetles. What is really sad is the agriculture dept won't do anything about it and they can wipe out entire forest in a short time. They will tell you that the beetle only is a problem for trees under stress.

Hard to tell what it is, given no idea of where you live.
However, wash down the tree with insecticidal soap, which you can buy at any garden center.
Secondly, put 1/2 cup of lemon flavored dish soap and 1/2 cup of regular Listerine mouth wash in a hose end sprayer, NOT ANTIBACTERIAL. Spray down the tree, using a strong spray setting, trying to get under the limbs, as well as above. Repeat as necessary for two to three weeks, which should do it.

you should let your local garden place take a look at the bug but listin its gonna be hard to take care of a large tree as of right now but use a stastimic on it it will help with bugs and if you could call a tree person that can over spray your tree now and just keep putting a stastimic on it it when its time its a fertilizer with a insectaside in it trust me they work

ITS THE PINE BEETLE ..I HAD TO CUT MY TREE DOWN AND ITS A SHAME IT WAS 80FT TALL AND OVER 100 YEARS OLD... THE BEETLES WILL KILL YOUR TREE.. THE ONLY WAY YOU CAN TRY TO PROTECT IT IS GIVE IT ALOT OF WATER.. AND SEE IF YOU CAN BUY SOME KINDA BEEETLE KILLER FROM A GREEN HOUSE

might be turmites or pine beetles
go to the store, perferably walmart, lows, or home depot... and ask for bug spray that is safe to use on plants
