I like the question.
I would say an element becomes more powerful when it is hot, rather than cold. Since energy is required to heat something up, a hot object that has been heated is in a higher 'energy state," per se. I guess you could say having more energy is related to being more powerful.
On the contrary, a very cold material that approaches absolute zero can turn into a superconductor. And this is a very powerful thing...

This all depends on what you are referring to. However, the variability of temperature (hot or cold) is not an element, merely a factor of energy in the universe. If you are talking on a subatomic scale, cold is much more powerful, as electrons and protons do very interesting things such as mutations and isotopes just before atoms reach absolute zero, but the electrons and protons will still be moving about, as they are smaller particles, and thus have more leverage in universal energy usage than larger objects. If your talking on a macroscopic scale, such as what we would see with our eyes, heat is the dominant factor, for it is heat that results in such things as fusion that powers stars and galaxy cores with supermassive black holes accreting matter.

If by "powerful" you are talking about energy...
Then the answer would be hot.
"Cold" is just the absence of heat.
When something that is cold warms up, it is drawing heat from something else.
When something that is hot cools down, it is dissipating it's heat to something else.
Absolutely no heat whatsoever is known as "Absolute Zero."

Well, neither of these are actually elements but I would choose cold. If you get burned or something like that you can get that cured. But if you get something like frostbite or like something is frozen and gets broken off then that would be just scary. Imagine one hand would be with no fingers while the other one has all fingers. Creepy, eh.
