I completely understand where you are coming from. Disregard immature responses :) Unfortunately, if you live outside the US there's usually not to much the US government can do to assist. Enforcing international law is not something that the US usually has an interest in. I'm not sure what country you live in. But the government has a list of "Foreign Reciprocating Countries." If your country is on that list, you can get more support. If not, you're in for a hard time, which I'm sorry for.

But I would be in full support for starting such an international agency. Good luck with everything. I included the link below about international child support issues.

You're obscenely perverse. What's the matter? Guilty conscience there sport? Try going to the Marine Corps Orphanage in Pohang, South Korea. It's not that the kids there were sired by U.S. Marines, but rather the Corps is helping take care of the orphaned there. You need not speak the language, just spend some ime with them. Try and buy them candy, you'll quickly find they'd rather have shoes. It's a tough world.

Can I help? You mean an international agency for children of american fathers. The mothers of course represent their children. Also works for american mothers who have had children for foreigners who left.
